Ballpoint pens use oil-based ink, which is of higher viscosity (i.e. thicker) than liquid or gel ink and therefore flows less smoothly and rapidly.
Pentel is proud to introduce a new technology which incorporate pigment-based ink in an oil-based ballpoint pens, which writes much more like gel pens.
Because the ink is pigment-based it's also fade-resistant, makig it especially suitable for use on official documents.
